This gedan bari is essentially pulling the person in a grapple so they step their right leg across. You then scoop the head and push it accross with the left hand. This gives you an angle on the left leg. Step over the leg (represented by the knee) and go for a single leg with your head on the outside. The arm punches through the gap – potentially knocking them over but certainly stoping them stepping back out. Right hand gathers the leg. Finish with a knee tap (or ankle) represented by the gedan bari to finish. Or as thigh tie as shown here :

Moves 26 – 29. Hands Push Up & Down

You sometimes see this in MMA where the elbow is pushed up on one side and the arm pulled down on the other so that the person in the clinch can slide under their opponents arms.
